If you want to improve on this, Take a improv class. I did it for 3 years. You do games in the group that help you just spew stuff from your brain with out thinking about it, you learn to react fast, build your creativity, and have TONS of fun doing it. Now I really appreciate the naturality of speaking on the fly, because when done right, these can we rewarding interactions and a lot of fun for all parities. You also find yourself saying things that are witty, original, that it's surprising you even had it in you. I'm sure we can all relate to those experiences we've said something and later pondered where it came from.
This being said, the "speak on the fly" which I value much more than rehearsed speech(there is something very inherently artificial about this) requires a certain mind state, that is being free of inhibitions, detensified and creative. Now, I personally find that whenever I try the "on the fly" method in any social interaction, most of the time I find myself stuttering, forgetting and skipping key concepts, even in subjects I have expertise in. It could likened to when your mind blanks in a test.
It helps me to have a basic idea of the framework of my discussion topics and a list of the key subjects and components. The more I practice vocalizing the same subject, the better I am in discussing it with others. So, having a basic framework for a conversation with a woman would be more helpful to me. The Improv sounds like a good idea though; i'll consider that.
It helps to be up to date on current events and trivia. Often, its the loss of something to say that stuffs a sock down your throat.
I usually keep a copy of Wall Street Journal tucked under my arm. It gives me news bites to open up any stranger who takes my fancy.

The context I'm presenting here is for someone you've just met and want to build a rapid rapport and sense of connection (relatedness) in very few minutes and the purpose of which is to get her phone number, then you could call her for a date, and express what opinion you like.
Remember, in rapport building you start with pacing then you lead, you can't jump to leading from the very first moments, she'll feel uncomfortable and will reject you.
As you want her phone number ASAP(it can be as little as 1 minute), you must express agreement with her (pacing) then ask for her number (leading). Let other philosophy for later
of course you need to express your opinions for that communicates of your strong personality and self-confidence, otherwise you'll seem like an idiot follower.

During the early meeting stage, you(the man) will be better off by expressing general agreement with everything the woman says. If you don't agree, then just acknowledge and say "I see". Then go on listening.

First try to get near the girl, in her field of view, make eye contact with a smile then try to strike conversation by saying a comment on a present situation, an innocent open question, or a joke for a funny situation, girls want to laugh.
If she looks in bad mood for something you could detect (busy metro, schedule delayed...) put yourself in the same state and say a comment or opinion that aligns with her emotions at that time (pace her) most of the time she starts talking and expressing her opinion.
If she doesn't seem interested at all, she deosn't even look at your direction and you couldn't even make an eye contact, you could play some mind games to catch her attention before throwing an opening line. I found William Archangel's "Command Impulse" very useful for that end,

The essential that you don't be pressed to call, you can call within two days or within a week. Also waiting for long period that exceeds a week, makes her turn cold towards you, attitude may change.
I guess waiting for a whole week does smack of game playing and that goes against my belief of being honest & being yourself. Any of you ladies care to chime in with your thoughts...
i say a week is to long. She will start thinking, oh he wont call, etc, hes a player etc, 3 days is the perfect number if you want to add a macho personality, but if I really like the girl I call her same night or second day.

Step2:How to approch and get her phone number in few minutes
-strike a conversation, use any opening line to break the ice and MAKE PROLONGED EYE CONTACT
-SMILE while keeping the eye contact, make that smile shows from your eyes .
-As far as your opening line goes and had a little conversation, INTORDUCE YOURSELF, something like "Oh, my name is x I'm pleased to meet you" then allow her to offer her name.
-USE HER NAME in the next sentence, that will put her at ease and makes her more interested.
-COMPLIMENT HER, call attention to some detail about her and flatter. be sure to mention something specific and special about HER.
-NEVER DISAGREE with her and always find ways to agree. that will create a context of relatedness.
-NEVER BE SHY ABOUT ASKING HER FOR HER PHONE NUMBER, even if you have only spoken for one minute, as long as you followed these steps end up with something like "I have to be going now but I'd love to see you again, can I call you?"

hahaha that's great man but you know i can't do that
i love girls and they really love me. its a great feeling
but it just makes it hard to get someone really close bc
so many girls would get jealous. I don't want to break up
friendships bc of me.
